Allow 3-Decimal Tax Rates#4931

I would like to request the ability to enter and calculate tax rates with 3 decimal places in Amelia.

In Quebec, Canada, the combined sales tax rate is 14.975%. Currently, Amelia rounds this value to 14.98% because the tax field only supports 2 decimal places.

This can lead to small but important discrepancies in tax calculations, especially for businesses that need to apply the exact official tax rate for accounting and compliance purposes.

It would be very helpful if Amelia could support tax rates with at least 3 decimal places, both in the admin interface and in the stored/calculated tax value.
